论文摘要

政治整合是政治发展研究中的一个基本课题。从一般意义上讲,政治整合就
是国家运用政权的力量,对国内各种政治资源进行调配,以达到政治一体化的目
的。政治整合的主体是国家政权机关与执政党,客体是既存的各种政治资源,包
括政治道义资源、政治武力资源、政治组织资源、政治人才资源、政治制度资源
等。政治整合的目的是理顺各种政治关系,维护既定的政治秩序,实现政治一体
化。而就发展中的多民族国家来讲,政治整合就是国家通过一定方式将各种分散
的族群政治势力、政治派别和政治单元纳入到特定的政治体系之中,使之服从既
定的政治秩序,实现政治一体化,从而维持国家政权的最高权威和有效统治的活
动和过程。
政治整合既是一种手段,也是一种目标。在一切政治活动中,全部政治行为
都是由作为政治主体的人或组织发生的,研究政治整合问题就必须从发生政治整
合行为的各种政治主体出发。结合政治整合的概念,我们认为国家及政府、政党、
民族、阶级阶层和政治精英等政治主体的整合功能尤为突出,因此,本文选取政
治体系中的国家、政党、阶级阶层、民族和政治精英等政治主体作为研究对象,
对各自的政治整合功能和整合层面作了系统分析。

Abstract

The integration of politics is a foundational subject in the study of the
development of politics. Generally, the integration of politics is that a country, by
using its regime, rearranges various domestic political resources to make itself
politically integrated. The subjects of the political integration are ans of
the state power and its ruling party, and the objects are the existing various domestic
political resources which include the resource of the morality and justice, the military
force, the anization, the political talents and the political system. The
purpose of the integration of politics is to smooth all kinds of political relations, to
maintain the established political order and further to achieve a political integration.
But, for a multi-national developing state, in order to achieve its political integration
so that it can maintain the supreme authority of its state power and effective rule, the
integration of politics is a process which involves bringing those political forces,
political parties and political units from various dispersed ethnic groups into a
particular political system.
The integration of politics is both a means and a goal. In all the political
