桂林理工大学硕士学位论文基于地震风险预测的防灾空间规划研究姓名:黄思宜申请学位级别:硕士专业:防灾减灾工程与防护工程指导教师:李文兴 201204 桂林理工大学硕士学位论文摘要人口、资源、环境、安全是全球可持续发展战略的四大要素,尽管可持续发展已被提到空前高度,但在城市发展中,安全问题仍未得到广泛的重视和制度的保障。随着城市化水平的提高,城市功能的复杂,城市人口膨胀,生态平衡失调,交通基础设施滞后,各种自然及人为破坏因素对城市的侵扰等,使城市防灾(特别是老城区)的问题日益严重。如果灾害在城市发生,会对城市化及城市的可持续发展带来严重影响,城市减灾功能愈来愈成为城市综合实力的标志。因此有关专家呼吁,全社会都要强化城市防灾减灾战略,推进城市防灾减灾综合对策,增强城市抵御灾害的能力,保卫城市安全已经成为2l世纪城市建设的首要目标之一。城市的地震防灾研究,不应只是检验制订新版建筑物抗震标准,还应该针对长期以来城市空间规划的缺陷,进行深入地探讨与研究,考虑城市与建筑各功能系统的空间分布及其与灾害环境的关系,通过空间规划与设计结合自然、顺应自然,避免或减轻灾害环境的不利影响。因此城市防灾空间的规划建设研究是极具实际意义的。本文的研究内容主要是从城市地震防灾角度出发,对城市空间系统的防灾化进行整体性、系统化研究,考虑在城市规划与设计当中如何有效而和谐地规划建设城市空间,详细阐述地震防灾的空间规划。关键词:地震,风险,预测,城市,规划 Abstract lhe population,resources,environment,security isthe four elements ofthe global sustainable development strategy,sustainabledevelopment an unprecedented height,but inurban development,security issues have not been widely appreciated and theprotection theimprovement ofthe levelofurbanization,the urban functions,urban growth,ecological balance disorders. transport infrastructure lag,a variety ofnatural and destruction factors Intnlslon of city,urban disasterprevention(especially the oldtown)a growing problem·It willurbanization and sustainable development ofcitieshave aserious 1mpact the function of urban disaster increasingly e a sign of the citv’prehensive ,the experts called forthewhole ofsocietv must strengthen the urban disaster prevention and mitigation strategies,and prehensive urban disaster prevention and mitigation countermeasures,enhanced theability ofcitiestowithstand disasters,defending thecitysecurity e one oftheprimary goal of21stcentury urban construction.
