政府采购法在高校领域的施行研究.pdf

哈尔滨工程大学硕士学位论文摘要我国《政府采购法》自2003年1月1日颁布实施以来,在提高政府采购资金的使用效益、保护采购当事人的合法权益、促进廉政建设方面取得了很好的成效。随着市场经济的发展,学校办学规模的不断扩大,对物资的需求也日益增大,如何使高校物资采购更加合理与科学,为高校教学、科研的发展提供质优价廉的物资,是值得思考的问题。本文通过对目前高校物资采购的现状及高校物资采购的自身特殊性进行分析,针对高校的自身特点,提出了对政府采购法在高校领域施行的主要方式完善,并对在招标中存在的问题进行了分析,给出问题解决对策。本文根据高校采购的自身特殊性,对政府采购法在高校领域施行的几种方式进行了研究,使政府采购法在高校的实施更具有可行性。对在招标过程中存在的问题标进行了原因分析,并给出了解决问题的办法和对策。评标是公开招标中最关键的环节,评标过程是否合理,评标方法是否科学,这些都直接关系到评标结果的客观公正性和公开招标的实际效果。本文介绍了公开招标中评标阶段的基本程序,分析了几种传统的评标方法,然后通过实例介绍了模糊综合评价法在公开招标中的运用。提出了事先询价在高校零星采购中的使用及其优点和实施措施,通过对传统采购方式和电子采购方式比较出利用网络建立电子化体系采购的优点,并提出了建立电子化体系采购的构想。由于公开招标方式采购在我国的时间不是很长,难免会存在各种各样的问题。本论文对公开招标实践中出现的信息不对称问题、高价围标和低价抢标问题、评标人在评标过程中存在的问题以及投标人和评标人垂直串谋问题进行了探讨,并提出了相应的解决办法和对策。关键词:模糊综合评价法;事先询价;电子化采购;高价围标;垂直串谋哈尔滨工程大学硕士学位论文 ABSTRACT Since the‘government procurement law’was issued and implemented in st,January,2003,it has made effect on increasing theutilizationbenefit ofthe govemment procurement funding,protecting the legitimate interest of the procurement party and improving construction of a clean and honest thedevelopment ofthemarket economy and theexpanding ofuniversity size,thedemand ofthematerials isincreasing day by day,and itis worth thinking about how tomake theuniversity procurement more scientificand reasonablein order toproviding betterand cheaper materialsto theuniversity education ,the current situationand theparticularity of theuniversityprocurement addition,according totheuniversity character,Iput forward themainways toimprove implementation ofGovernment Procurement Law intheuniversityarea,analyse theexisting problems among the bidding,and give theproblems solution.
