I 青岛海湾大桥项目风险管理研究摘要 20 世纪 90 年代以来, 随着国民经济和交通事业发展的需要, 我国高速公路和铁路的建设得到了全所未有的发展, 大跨度桥梁建设进入了一个崭新的发展时期。作为交通线上至关重要的一环,越来越多的大型、特大型桥梁相继建成。桥梁工程的基本特点是投资大、技术复杂、工程点多线长面广、工程寿命周期长, 一旦发生事故后果严重, 所以桥梁工程与其他产业相比, 具有更大的风险。但是, 桥梁工程的风险管理在我国还是一个比较薄弱的环节。因此从理论和实践的两个方面, 对桥梁工程风险管理进行研究, 对项目风险进行分类识别, 提出防范控制的方法,对于有效减少风险事件的发生有着十分重要的积极意义。青岛海湾大桥始建于 2006 年底,项目竣工后将大大缩短青岛、红岛、黄岛之间的时空距离, 加强青岛主城区与两翼副城区的联系。青岛海湾大桥的风险管理研究过程包括风险识别、风险评估和分析、风险防范、风险监控四个部分的内容。在项目风险识别中,使用头脑风暴法,可知青岛海湾大桥至少面临 29 个风险因素, 如成本超支、工期延误、资金不足等。通过建立项目风险评价指标体系, 确定海湾大桥主要面临 8 种风险,分别是完工风险、市场风险、工程质量风险、金融风险、项目的运营管理的风险、环境保护风险、不可抗力风险、政策和法律风险。这 8 种风险,可分为 A 、 B 、 C 三类风险级别, A 级风险应引起高度重视, 密切关注, 随时检查, 谨慎判断, 提前消除其风险源; B 级风险重点关注, 定期检查, 决策时应注意相关信息; C 级风险一般的关注。最后, 为密切跟踪青岛海湾大桥项目已经识别出来的风险, 监视残余风险和识别新的风险, 构建了青岛海湾大桥风险监控体系, 监控风险管理的进程, 以便有效地实施风险管理, 降低风险,最大限度地避免或减少风险事件的出现。关键词: 青岛海湾大桥;风险;风险管理 II Qingdao gulf bridge project risk management research ABSTRCT Since the 90s of the 20th century , with the national economic and transport development , the construction of our highways and railways has not been all that the development of long-span bridge construction has entered a new period of development , opening and under construction the top ten world-class bridge , China accounted for 4 bridges , arch bridges accounted for five , accounting for eight cable-stayed bridge , suspension bridge accounts 5.
