摘要：通过对我国公路建设环境评价发展现状的探讨， 针对其在进行公路环评时难以做到科学、全面、定量、公正 地进行评价的问题，引入层次分析法。对各影响因素进行分 类研究，并将其量化，在确定其评价过程中的一致性的基础 上，综合评价各个方案，从而选出最优方案。研究结果表明： 利用层次分析法进行项目环评简便可行，不仅可以使多方案 比选得到实施，同时也可以使资源得到优化配置，具有推广 应用价值。
Abstract： Thought to discuss the current situation of the development of our country highway construction environment evaluation, we introduce AHP, aimed at the problem which is difficulty to be scientific, total, quantitative and impartial when making the
highway environment evaluation. This article studies on the classification of influence facto【s , and quantifies them, based on determining the consistency of the evaluation process , then comprehensively
evaluates of the various solutions to choose the best plan. The resuIt show that

0引言
公路作为基础建设性设施，对一个地区的经济文化建设 起着重要的作用。伴随着公路建设的高速发展，其产生的各 种环境问题也大量突显出来[1]。如何根据我国现阶段的实 际情况，分析评价公路建设各阶段对环境的作用与影响，从 而采取有效的措施减少公路环境污染，恢复路域生态损失[2] 显得更加重要。
