分论点：报纸和杂志是以文字的形式传递信息，所以并非是最高效或生动的传递信息的方式。
+过渡句：通过报纸或杂志了解信息有时候略显枯燥，不利于信息的传递。
论证：采用网络而不是报纸或杂志可以更生动、直观、形象地了解一个国家的文化，是因为网络不光有文字还有图像，声音，更有趣味性。
总结：因此，报纸和杂志可以适用于那些对时效性要求不高的信息传递。

B 促进旅游业发展
政府重视环保---颁布相关环保的规章制度来确保环保的实施----环境污染得到控制---环境得到改善---更适合旅游----旅游的人多了----旅游业发展了----促进当地经济发展
