摘要：在长株潭城市群“两型社会”综合配套改革试验区获国家批准，长 沙市大河西先导区的开发建设在即的宏观背景下，以新区大规模开发建设为研究 对象，借鉴国内类似地区的发展状况，从区域协调发展、产业合理布局、新区功 能定位等方面出发，对长沙市大河西先导区的空间布局结构进行探讨，并就自然 生态保护与利用、城乡统筹、快速交通和与长沙总体空间布局的衔接等方面进行 了分析研究。

Abstract： Under the background that the Comprehensive Reform Testing Zone of “ resource-conserving & environmental-friendly society " in Changsha -Zhuzhou -Xiangtan City Cluster is approved , and Changsha Great Hexi Pioneer District is ready to be developed, we take the large-scale development and construction as the study object, with reference of similar experience in other parts of the country, footed in regional coordinated development, rational industry layout, and new function orientation, explore the spatial layout structure of Changsha Great Hexi Pioneer District, and analyze and study on natural ecology conserving & utilizing, overall planning of urban and rural development, fast transportation, and the linkage with Changsha overall spatial layout etc.

2007年12月，长株潭城市群“两型社会”（资源节约型和环境友好型）综 合配套改革试验区获国家批准。面对这一千载难逢的发展机遇，长株潭城市群的 改革发展提升到一个更高的战略层面。高起点、高标准建设长沙大河西先导区， 是落实国家统筹区域发展战略，探索“两型社会”综合配套改革的迫切需要；是 扩大长株潭城市群辐射功能，促进中部地区快速崛起的现实选择；是进一步深化 改革，探索内生型经济发展模式的重要途径。
