摘 要
随着我国对外开放和市场经济改革的深入，外汇管理方式逐步实现从直接到间
接、从事前到事后、从现场到非现场、从监管逐笔交易到监管交易主体的转变。
为适应新形势下外汇监管需要，进一步贯彻落实“十一五”外汇管理信息化发展
规划确定的目标和任务要求，应重点思考如何完成外汇管理网上服务这个平台的
设计，实现网上服务平台利用，使信息能够快速的到达人民的手中，实现信息的
快速传递。
本文通过分析了目前国内外外汇管理系统发展状况，发现目前外汇管理系统正
处于初级发展阶段，并没有完善的机制和制度来它，还分析了目前存在的缺点；
分析了选题的意义和目的；分析了目前的外汇管理系统的开发工具和开发环境和
关键的技术；通过需求分析，得出建立该系统的必要性。最后两章通过对整个系
统的理解和分析，对系统进行系统的设计和实现。
本外汇管理服务平台主要是基于 ASP．NET+C#技术，选用微软的 SQL
Server2005 作为数据库系统，利用．NET 提供的 ADO．NET 数据访问技术，基于
B／S 模式的设计思想，设计外汇管理网上服务平台。该平台对其相关的数字化资
源进行整理分类，并且便于系统扩充应用和升级维护，用 Intemet 访问 Web 页面，
实现企业用户，银行用户，个人用户等日常的外汇业务管理等功能。尽量使资源
得到充分的利用，并在一定程度上得以丰富扩充。系统包括一套专用的、成熟的、
完整的软件和硬件设备，是一个相对独立、运行可靠、功能完整的计算机系统，
最终为实现外汇管理网上服务平台。

ABSTRACT
With China's opening up and deepening of market economic reforms, foreign
exchange management gradually from direct to indirect, in the former to the later, from
