As can be seen from the above chart, some important changes have taken place in the past years
with regard to the number of floating population. The number rocketed from 20,000 in 1980 to
100,000 in 1990, and to 280,000 in 2000. It tells us that the floating population has surged into
cities.
It is no difficult job for us to come up with some possible effects in the wake of the above trend.
In the first place, such a group mainly consists of rural labor. It relieves pressure on land in the
countryside. In the second place, floating population began to exert heavy pressure on cities.
Wherever it gets together, housing, unemployment and food supply are the headaches that local
governments have to tackle. A more serious problem is social security. What’s more,

agriculture is losing its best workers, much farm work is done by women, old people or even
children. Some farm land lays uncultivated.
As far as I am concerned, I think we should approach the trend in a positive and
constructive way. On the one hand, we should publicize job ads and requirements appropriate
for rural labor to prevent blind transferring. On the other hand, we should develop agriculture
