高速公路特许经营期资产价值评估理论及其方法研究.pdf

摘 要
随着高速公路建设快速发展，高速公路经济正成为人们关注的焦点。我国理
论界对于公路经济学的研究比较多，但对于高速公路经济的研究尚处于起步阶段。
本篇论文在对我国高速公路建设发展现状分析的基础上，运用项目融资及资产评
估的相关理论知识，充分考虑到高速公路具有自然垄断的准公共物品的经济属性，
对高速公路资产的价值评估方法作了初步的研究和探讨。
论文首先阐述了高速公路独特的经济属性及高速公路特许经营的相关问题，
明确高速公路特许经营的概念及发展方式。在对高速公路在经营期与经营期末的
经济特性进行了比较分析，运用资产评估理论对高速公路特许经营期与经营期末
的资产价值评估方法进行研究。
其次，确定了在特许经营的不同时期应选用不同的资产评估方法。在特许经
营期间，应采用收益现值法评估高速公路的经营权价值；而在特许经营期末，重
置成本法则是理想的资产评估方法。通过对价值评估理论的研究形成了一个较完
整的高速公路资产评估的理论基础；结合相关经济学科及高速公路资产的业务特
点，给出了特许经营期末运用重置成本法评估资产价值的计算模型、相关要素确
定方法及实际操作步骤，并通过长潭高速工程资产价值的评估实例，对所提方法
进行了实践应用，从而形成了较完整的高速公路资产评估理论及方法体系。
最后，文章重点针对高速公路特许经营期末，使用重置成本法评估资产价值
时，需要注意的问题进行了总结探讨，为今后特许经营期末的高速公路资产价值
评估提供了参考依据。

With the rapid development of highway construction, highway economy is
becoming the focus of attention. The theoretical circle of China has carried
much study on highway economy, but very little on highway economy. This thesis
