基于对标的上海智慧城市建设对策研究.pdf

智慧城市是 20 世纪末，特别是本世纪初以来在全球范围内出现的关于城市发展
的新理论和新实践，它是解决城市化发展所带来的如环境污染、交通拥堵等等诸多城
市问题的最终途径。智慧城市不是凭空而建，是信息社会建设和发展的新阶段，它即
以前一阶段的信息化发展为基础，同时又带有新的特征。
本文第一部分从智慧城市的理论研究入手，对智慧城市的概念、涵义、特征、发
展阶段、包括的内容进行系统的分析，并结合我国国情提出符合我国国情的智慧城市
的概念。
第二部分通过采用调查问卷的形式，从上海市居民的角度出发，以年龄在 20-40
岁之间，在上海连续生活超过三年，学历为本科或本科以上水平的对象为主要调查对
象，从交通、环境、城市管理、信息化基础设施建设、文化、食品安全、公共信息服
务、电子政务、和个人信息安全等 10 个与日常生活息息相关的方面来进行调研，了
解上海智慧城市建设现状以及所面临的实际问题，并根据调查结果提取出上海目前智
慧城市建设面临的最严重的问题。
第三部分依据调研结果的反馈，针对上海市智慧城市建设过程中比较突出的几个
问题如智慧城市的宣传力度、交通、环境、医疗、电子政务等，寻找国际上解决对应
问题的先进案例，并对先进案例的建设模式和经验进行分析总结，希望能够得到对上
海智慧城市建设过程中出现此类问题的启示。
第四部分系统比较 ICF、欧盟、IBM、新加坡、日本和上海目前智慧城市评价的
方法和体系，目的是找出各自智慧城市建设侧重点以及优缺点，并结合第二和第三部
分的分析结果，提出一个比较有针对性的测评指标，并依据指标内容对上海智慧城市
的建设提出有用的对策和建议。

ABSTRACT
The smart city is a new theory and practice about the urban development around the
worldwide from the end of the 20th century especially from the beginning of this century.
It is the ultimate way to solve urbanization development, such as environmental pollution,
traffic congestion, and other urban problems. The smart city is a new stage of the
information society, while with some new features.
The first part mainly studies the concept, meaning, characteristics, the stage of
development of the smart city, and put forward a new concept combined with China's
national conditions.
The second part use the method of the questionnaire, interviewing the people that
qualifications were undergraduate or above, aged between 20-40, consecutive stayed in
