摘要
随着计算机技术、网络技术、通信技术的迅速发展和人们生活水平及需要的不断提高，目前，网络正以一种前所未有的冲级力在影响着人类的活动，包括人类的生产和日常生活。网络的快速发展，颠覆了传统的信息传播方式，冲破了传统的时间，空间的局限性。极大的改变了人类的物质文化生活水品。新闻发布系统由此应运而生。更大加快了人们信息的接收速度。
本系统是学校网站的一个子系统，具有很好的外部接口，；基于B/S模式WEBMIS系统，本系统可以将杂乱无章的信息（包括文字、图片和影音）经过组织，合理而且有序地呈现在大家面前。简单的说,新闻发布系统就是充当一个网络新闻媒介的功能。
主要实现对新闻的分类，审核，发布，模拟了一般新闻媒介的发布的过程。
本篇论文详细讲解了利用ASP、access数据库等软件工具制作“基于WEB的新闻发布系统”的过程。本篇论文主要分为六个部分，依次为：新闻发布系统概述、新闻发布系统分析与设计、数据库结构设计与实现、目录与通用模块设计、系统功能与主要模块设计、调试。
