2012年巴东县交通运输局行政执法责任书
为进一步加强交通法制建设，规范交通行政执法，全面贯彻实施行政处罚法，提高交通依法行政水平，树立良好的文明执法形象，根据行政执法责任要求，特制定2012年度交通行政执法责任书。
一、执法依据
依据《中华人民共和国公路法》、《建设工程质量管理条例》、《公路工程质量管理办法》、《公路工程质量监督暂行规定》等法律、法规、规章。
二、职权范围
负责全县交通建设工程质量的监督工作，按层级和权限分工，履行公路、公路桥梁、渡口及其附属设施建设项目等交通专业工程质量监督职责。对违反法律、法规、规章规定的单位可根据法律、法规、规章及《中华人民共和国行政处罚法》的规定作出行政处罚。
三、责任目标
1、加强对行政执法工作的领导，建立健全行政执法责任制。
2、建立内部监督机制，认真实施《交通行政执法检查制度》等交通行政执法十项制度

3、按规定建立行政执法公示制度，向社会公开工作规范、办公标准、办公内容、期限、征费标准、处罚标准、监督电话，公布违示责任追究方法。
4、加强对执法人员法律知识的培训，要制定学****制度，新进执法人员的上岗培训率达100%。
5、建立责任制，把执法目标和执法责任层层分解执法人员。
6、加强廉政建设和纪律监督，建立执法人员岗位轮换、末位淘汰、调离、辞退等制度不发生以权谋利、徇私舞弊、执法违法等行为。
