（一）补贴的定义
1、补贴的界定
补贴是一成员的政府或公共机构对产业或企业提供的财政资助，或对企业的收入与价格支持。
2、财政资助包括：
（1）政府提供资金、潜在的资金或债务的直接转移；
（2）政府应征税收的减免；
（3）政府提供除一般基础设施之外的货物或服务，或购买货物。
3、对企业的收入与价格的支持
主要是指符合GATT16条基础上的任何补贴（主要有有利于扩大出口的出口补贴和减少从某些成员国进口的进口竞争补贴），这种支持可能是由法律限定某一产品的最低价格，也可能是为了维持物价的物资储备制度。
4、专向性补贴
