近年来，西工区文化产业依据我市建设“文化为魂、水系为韵、牡丹为媒、生态宜居、产城融合、带状发展”的国际文化旅游名城定位及发展战略，紧紧围绕西工“商务兴区、工业强区”经济发展战略及“福民强区”发展目标，全面落实科学发展观，依托独特的区位优势和历史文化，以城市拆迁改造和创建国家文明城市为抓手，着力打造具有西工特色的文化旅游产业。
一、发展现状
在对全区文化旅游产业和经济社会资源进行广泛调研，及对相关产业和区域进行对比研究和比较分析的基础上重点打造西工区“六大文化旅游产业集聚区”的产业布局框架，开辟特色文化产品卖场、开发特色休闲和体验旅游项目、引进和做强骨干和特色企业、培育创意设计和服务、科技开发企业。东周王城广场文化产业集聚区以天子驾六文博城、东周文化广场、集邮公司为核心，吸引更多的文博与艺术品典藏类企业入驻。豫博路文化产业集聚区以洛阳书画院、航空城酒店、雅典娜演唱中心等为核心，促进特色餐饮休闲文化产品体验与消费，形成传统文化、民俗饮食与现代酒吧休闲业态融合。赛博数码广场文化旅游产业集聚区以赛博数码商城为核心，吸引大型广告公司、媒体集团、咨询策划和文化中介、文化产品设计机构及其总部，发展创意设计产业。
