医疗器械监督检查员管理办法
（征求意见稿）
总则
为加强医疗器械监督检查员（以下简称检查员）的管理，做好医疗器械监督管理工作，依据《医疗器械监督管理条例》等法规规章，制定本办法。
本办法适用于依照医疗器械法规和相应质量管理规范对医疗器械生产、经营或使用等环节开展检查的相关检查员的管理。
国家食品药品监督管理总局（以下简称总局）对检查员实行分级管理，检查员分为国家级、省级、地市级和区县级。
总局负责制定全国检查员队伍建设的总体规划，制定发布检查员管理制度并指导全国检查员管理工作。
省级及以下食品药品监督管理部门分别负责本辖区内相应检查员队伍的建设规划和管理。
总局组织编写统一的培训教材，建立统一的考试题库，统一组织开展师资培训。
检查员队伍实行单位审核、教育培训、资格考试、考察聘用和综合考评的动态管理机制。

第二章 基本条件
检查员应为行政机关、事业单位或具备相应资质的第三方检查机构工作人员。
各级检查员应具备下列基本条件：
（一）遵纪守法，作风正派，品德优良，廉洁公正；
（二）具有医疗器械生产、经营企业和使用单位监管或检查相关工作经验，熟悉医疗器械质量管理等相关法规、规章及规范性文件，基本掌握医疗器械专业知识和技术；
（三）具备较强的观察分析、沟通交流、团队协作和文字表达等能力；
（四）身体健康，能够适应现场检查工作要求。
国家级检查员应具备较强的英语水平，熟悉国际医疗器械监管法规。具体推荐、遴选及考核办法另行制定。
第三章 职责、权利和义务
检查员应当承担下列职责：
（一） 服从医疗器械现场检查任务的选派，不得无故缺席；
（二） 按规定完成检查任务，对其承担的任务及结果负责；
（三） 严格按照检查程序、方案和标准执行现场检查任务，并如实记录，客观公正地做出评价，并及时向检查派
