基于WEB的行政审批管理系统的设计与实现.pdf

摘 要
电子政务是我国当前信息化工作的重点，主要运用计算机、网络和通信等现
代信息技术手段，实现政府组织结构和工作流程的优化重组，超越时间、空间和
部门分隔的限制，建成一个精简、高效、廉洁、公平的政府运作模式，以便全方
位地向社会提供优质、规范、透明、符合国际水准的管理与服务。它的重要组成
部分是网上审批，用来推进电子政务实施工作的突破口。濮阳市网络行政审批系
统的开发旨在综合运用先进的软件开发技术、面向对象的软件工程方法、完善的
安全措施来构造出一个便于网上监管、符合行政办公特点、满足申请用户需求的
网上行政审批领域软件。
结合濮阳市建委的实际需求，本系统构建了面向窗口工作人员的内网服务平
台；面向系统服务用户的外网平台；面向系统管理员的业务管理、系统管理和数
据交换平台；内网办理、内外关联，实现系统建设的总体目标。系统通过运用面
向对象语言，采用 B/S 结构的三层运行模式，分层结构的确定与设计，工作流程
的分析和定义，应用结构模型等方式去揭示网上审批业务这一过程的全新特征。
论文在研究网络行政审批的国内外现状的基础上，简要介绍了电子政务相关理论
基础，重点描述了系统的需求分析和设计过程，最后展示系统的实现关键代码和
实现结果。
系统的实现，可以满足公众和企业的需求，而且能推动和促进电子政务在行
政部门的快速推行。实现行政审批的规范化、服务化、公开化，并为业务模式、
行政流程的重构提供更加便利的条件，使政府的运作效率得到提高。

ABSTRACT
E-government is the key point of the information work in our country, mainly used
computer, internet & communication to realize government organization structure
optimization and efficient workflow, without restriction by time, space and department
and combine a simply, efficient, clean, fair government operating pattern that can
manage and serve the social better. The most important constituent part is the internet
approval. The development of Online Administrative Approval System in Puyang city
was to use the advanced software to realize the online Administrative Approval System
that suitable the Administrative Office and satisfy the user’s requirement.
Considering the real requirement of the Construction Bureau of Puyang, the system
with the inner net platform interview for office workers, outer net platform interview for
Service System User and interview for Computer System Manage, that can realize work
manger, system manage and data exchange. The system made use of Object-Oriented,
