Research on Economic Incentive Policy for EnergyEfficiency Buildings A Thesis Submitted to Chongqing University in Partial Fulfillment of the Requirement for the Master‘s Degree of Engineering By Yuan Mengtong Supervised by Prof. Ren Hong Specialty: Management Science & Engineering Faculty of Construction Management & Real Estate Chongqing University, Chongqing, China 中文摘要 I 摘要能源是经济发展的源动力,面对能源消费带来的环境问题日益凸显的困境, 越来越多的国家和政府都把提高能源利用效率,节能减排视为能源发展战略的关键环节。我国作为最大的发展中国家,也同样面临着―资源—环境—经济‖三者相互掣肘的严峻局面。经济发展承受资源短缺、利用率低、环境恶化的制约; 资源环境的承载力负荷也随着经济的高速发展迅速累积。这一形势,促使我国把节能减排作为一项可操作层面的具体措施,放在一个亟待解决的位置。建筑节能是我国实现―节能减排‖战略的重要领域,节能建筑已成为建筑业发展的必然趋势。2013年4月1日召开的第九届绿色建筑与建筑节能大会上, 建设部副部长仇保兴的讲话再次表明了中国政府继续推行建筑节能的决心。文中对我国2012年相继出台的建筑节能新规划进行了整合梳理,在概括了新规划的内容特点的基础上,通过新规划之间的对比,总结出我国―十二五‖期间的建筑节能重点。本论文通过对我国建筑能耗状况、推行建筑节能过程中存在的问题的阐述, 借鉴发达国家建筑节能经验,对建筑节能市场失灵的理论性分析,建立政府—社会主体经济激励模型和经济惩罚模型,为政府制定经济激励政策提供理论依据和相关政策建议。建筑节能经济激励政策的研究有利于政府的宏观调控,引导社会主体在经济杠杆的作用下进行主动的节能投资行为。在市场机制的作用下,合理有效的运用经济激励政策将会充分发挥建筑节能潜力,对节能减排其他领域的经济激励政策也有带动、示范作用,最终实现社会效益、环境效益、经济效益的最大化,实现节能减排的总体目标也指日可待! 关键词:建筑节能,市场失灵,激励机制,激励政策重庆大学硕士学位论文 II 英文摘要 III ABSTRACT Energy is the driving force of economic present, the environmental pollution problemwhich is caused by energy consuming is ing more and more serious, more and more countries pay attention topromoting energy efficiency, energysaving and reducing the discharge of harmful substances, and regarded them as the critical aspects of energy development strategy. As the biggest developing country, China is also faced with the difficult development situation of mutual constraints relationship among resource, environment and economy. Economic development is restricted by the shortage of resources, low utilization rate and the deterioration of the environment. The capacity ofresources and environment isincreased rapidlywith the high-speed economic situation urges our country put energy-saving emission
