第一章   总    则       本法的宗旨      为鼓励和支持外国对蒙古国的投资，保护投资者的权益和财产，协调与外国投资有关的事宜，特制定本法。      
第二条 关于外国投资法规      一、关于外国投资的法规是由宪法、本法及符合上述法规的其他文件组成。      二、蒙古国加入的国际公约中有本法以外的其他条款时，则执行国际公约条款。      
第三条 法律术语     
 一、“外国投资”是指外国投资者在蒙古国土上创办企业或与蒙古企业合资而投入蒙古国的财产和有价知识产品。      
二、“外国投资者”是指向蒙古国投资的外国法人和自然人(非常住蒙古国的外国公民和无国籍人、常住外国的蒙古国公民)。      
三、“蒙古投资者”是指进行投资的蒙古国法人和自然人(蒙古国公民、常住蒙古国的外国公民和无国籍人)。      
四、“投资合同”是指在不成立法人机构的情况下
