市国土资源局XX分局行政服务大厅办事指南
序言
市国土资源局XX分局行政服务大厅（以下简称“服务大厅”）是XX分局面向社会公众受理、办理各类行政许可和行政服务事项的专门场所，承担收件、咨询、制证及发证等综合工作职能。服务大厅遵循“规范审理、公开透明、廉洁自律、快捷便民”的办事原则，符合受理条件的各类行政审批和其他政务服务事项，均实行“窗口受理、限时办结、统一发件”服务模式。
一、受理事项
（一）行政许可和行政服务事项（土地权属类除外）
1．受理范围
服务大厅负责分局土地利用科、耕地保护科（矿产资源科）、综合科等部门通过市国土资源局综合监管平台系统受理的事项的窗口收件（发件）工作。上述分局部门受理的事项包括：建设项目用地预审、集体土地征收前期、征收结案、农转用前期工作、国有建设用地使用权划拨、地质灾害危险性评估报告备案、建设项目压覆重要矿产资源核查等。
2．办理流程
申请人申报→窗口受理→预审→初审→审核→审查→审定→制
件→发件→办结归档
3．重要提示
（1）申报上述行政许可和行政服务事项时，须在提交纸质材料的同时上报相应的电子数据光盘。未提交电子数据光盘的，服务大厅不予受理。
