农业、农民和农村问题的解决对策 Solutions to Three Agricultural Issues of China 姓名:叶光所在院系:工商管理学院研究方向:三农问题的解决对策黑龙江工商职业技术学院中国· 哈尔滨 2010 年 10月摘要近几年,我国的经济增长速度明显加快,人均 GDP 超过了 1000 美元,基尼系数超过了 的国际警戒标准。根据国际经验, 这一时期是社会问题多发期、社会结构最不稳定期,由此产生了社会经济发展过程中的不和谐现象。在诸多不和谐中,城乡的不和谐现象尤为严重,特别是“三农”问题。“三农”问题与其他社会问题相比较更具有基础性和连锁反应性的特点。中国是一个地道的农业和农民大国,农业的基础性地位,农村的发展落后,农民占我国国民大多数的现实,无一不凸现“三农”问题的重要。当前经济社会发展中存在的人与自然、人与人、人与社会诸多不和谐现象中,城乡发展的不和谐是一个重要方面,最集中的表现就是严重的“三农”问题。“三农”问题的存在, 制约着社会主义和谐社会的构建。本文首先论述了农业、农民和农村的现状,继而分析了我国农业、农民和农村问题的成因, 在此基础上,提出了针对农业、农民和农村问题的解决对策,认为应主要从城乡二元分割到城乡协同治理;深化改革,转变职能,强化支持;减少农业,富裕农民;建立健全农村社会保障体系四个方面进行改进。关键词: 农业、农民和农村现状对策 Abstract In recent years, China's economic growth rate is significantly accelerated, the per capita GDP exceeded 1,000 . dollars, while the coefficient over international security standards.
