试析薛福成外交思想论文.pdf

摘要 y-663925 鸦片战争掀开了近代中国的帷幕。在中西关系格局变化的历史背景下,诞生了一批杰出的思想家,外交家。薛福成就是其中的一个。薛福成(1838—1994),字叔耘,号庸庵,江苏无锡人。有大量文稿遗世。著名的早期维新派,晚清四大使才之一。其外交思想在近代外交史上占有重要地位。史学界多是研究他的外交实践活动, 对其外交思想的研究,篇幅有限,且分析不系统,论述不完整,尚有一定的研究空间。本文拟分三个部分对薛福成的外交思想作一番探讨,期为深化这一领域的研究尽绵薄之力。第一部分分析了薛福成外交思想的缘起。指出薛福成外交思想的形成是多重因素合力的结果,这些因素有:千古变局的出现,清政府对外方略的调整,经世致用思湖及长期的外交生涯。第二部分论述了薛福成外交思想的内容。指出薛福成的外交思想十分丰富,他主张维护主权与民族利益,以国家利益为依归;遵循国际公法,视其为外交的基本准则与有力武器;运用以夷制夷, 将其作为外交的主要策略;建立近代外交制度,为外交提供制度上的保障;培植强大国力,为外交提供坚强的后盾。第三部分对薛福成的外交思想作了评价。指出薛福成的外交思想在维护国权与民族尊严,推进外交近代化,树立外交官的榜样等方面对近代外交产生了不可忽视的影响:但它残留着天朝上国的观念,对西方抱有幻想,以夷制夷亦有缺陷,因而又带有局限性;同时它在诉求国家利益,运用地缘政治思维,融入国际社会,发展综合国力等方面对当代外交也有所启示。关键词: 薛福成以夷制夷外交思想主权国家力量 ABSTRACT The opium War drew open the curtain ofmodem a backgroud of changed Sino—Western relations,many an outstanding theologist anddiplomatist came Fu-cheng wasjust one of Fu—cheng,also called Xue Shu-yun orXue Yong-an,was bom in‰i Jiangsu and leftbehind lorsofscripts when a famous initialD:folTnerand one ofthe fourdiplomatist elites inlateQing dynasty,Xue Fu-cheng developed diplomatic ideas which takes all important status inthediplomacy history ofmodem China。 hasmade more study about hisdiplomatic activitiesbutlessabout his diplomatic thesises on Xue’S diplomatic ideas offered no systematicanalyses plete remains room thesiswilldiscussXue’Sdiplomatic ideasfrom threeparts,with aview todeepen thestudy inthis area.
