（二）、施工部署原则
总施工顺序上部署原则：按照先结构，后维护；先主体，后装修；以土建为主，专业配合的施工顺序原则进行部署。
（三）、施工总进度控制
1、阶段目标控制计划
基础工程2007年4月10日验收；
主体于2007年5月 8日验收；
2007年6月30日竣工。
见施工进度计划表（附表1）。
（四）、施工组织协调
工程施工过程是通过业主、设计、监理、总包等多家合作完成的，如何协调组织各方的工作和管理，是能否实现工期、质量、安全的关键之一。因此，为了保证这些目标的实现，制定以下制度，确保将各方的工作组织协调好。
1、建立图纸会审制度
认真遵守公司的图纸会审、图纸交底制度。在正式施工之前，项目经理部组织相关人员认真核对图纸，参加由业主组织的图纸会审、图纸交底会，会中确定的内容形成施工文件，从而尽量减少图纸上的疑问，确保工程施工质量和避免差错。
2、建立周例会制度
在每周的固定时间召开由监理组织，业主、总包参与的周例会，会中商讨一周的工程施工和配合情况，需讨论解决的问题。若遇到急需解决的事情，可以随时找业主、设计、监理商讨解决。
3、制定专题讨论会会议制度
遇到较大和专业性问题，由监理组织，召开由业主、总包、必要时设计参加的专题会议。此专题会不定时召开。

4、制定考察制度
对大的分包和材料供应商，要经过考察确定，形成考察制度，成立由监理组织，业主、设计、总包参加的考察小组，共同对主要分包、材料分供方进行考察，经过综合
