）发布听证会公告（1号），公布了听证事项、听证代表名额及其产生方式，听证时间、听证地点等相关内容；11月12日，在云南省人民政府重大决策听证网站发布听证会公告（2号），公布了听证主持人、听证委员、决策发言人、听证监察人及会议时间、地点和《昆明高新技术产业开发区“十二五”城乡建设规划》听证稿。同时邀请了《都市时报》、昆明信息港等新闻媒体到会报道和监督；11月23日，将会议通知、《昆明高新技术产业开发区“十二五”城乡建设规划》听证稿等资料送达听证代表，并在高新区火炬大厦对听证内容进行展板公示。
二、听证会基本情况
11月26日下午14：30－16：30，听证会在高新区管委会四楼国际会议厅举行。参加听证会的听证委员3名，分别是：党工委副书记王桂泽、管委会办公室主任赵国红、政策法制局局长许官福；听证监察人2名，分别是：监察审计局局长李璐，目督办副主任罗捷；决策发言人3名，分别是：规划高新分局副局长（主持工作）敖梅、规划高新分局副局长耿承昆、课题组成员叶玲。
