步伐，加快特色产业发展，培育新的经济增长点。88个试点乡镇要切实完善规划，坚持因地制宜，用好扶持政策，挖掘自身潜力，努力打造新的发展优势。省委、省政府将于今年5月份在鄂州市召开以城乡统筹为重点的新农村建设现场会。
2、实施粮食产能工程。一是要加快农田水利基础设施建设，全年力争新增高标准农田100万亩，改造低丘岗地50万亩、改造低产田75万亩。二是要加快提高粮食生产的科技含量，大力推广新品种、新技术、新模式，着力提高单产和品质。三是要加快商品粮基地建设，启动33个产粮重点县新增粮食产能工程，抓好大型商品粮生产基地建设。
3、实施农产品加工业“四个一批”工程。一是要明确产业发展重点。省里将着力支持有湖北特色的粮油、畜禽、水产、林特、棉麻、果茶6大产业发展。各地也要根据当地资源、产业、市场优势，围绕省里确定的产业发展方向，选择好各自农产品加工业发展的重点。二是要抓好加工园区建设。2010年省里将安排10亿元调度资金，重点支持20个农产品加工园区建设。三是要大力支持龙头企业做大做强。四是要强化基地建设。围绕龙头企业加强原料基地建设。妥善处理龙头企业、生产基地与广大农户的利益关系，形成三者互促共荣的发展局面。
