~4分;获得国家奖的,加5~8分;获得群团、民间学术组织奖的,~2分;同项技术成果(含论文)多次获奖的,取最高分。
3、在突击性、临时性、突发性工作中,顾全大局,勇挑重担,出色完成工作任务,受到上级或省局通报肯定的,加1~5分。
第十五条 维护社会稳定、安全生产、计划生育实行一票否决。
第十六条 根据以上考核办法和记分标准,确定各部门综合分数,总分95分以上(含95分)的为目标管理优秀部门,总分在80~,总分在70~,总分在70分以下的为目标管理不合格部门。
第五章 奖 惩
第十七条 机关目标管理每年年终进行考核。根据考评办法和考核结果,确定各部门考核等级,发放奖金。
优秀部门正职各奖1200元,副职各奖1000元,部门工作人员各奖800元;
合格部门正职各奖1000元,副职各奖800元,部门工作人员各奖600元;

省局领导奖励按分管部门正职(分管2个或2个以上的,按等次最高的部门算)的标准发放;没有分管部门的领导按分管部门领导的平均数发放。
第十八条 在年度考核中,连续两年为基本合格的部门,对其主要负责人进行诫勉谈话,限期整改;连续两年为不合格部门的部门,对其主要负责人降职处分,并调离该部门,分管该部门的领导作出书面检查。
年终被考评为目标管理基本合格部门的,分管该部门的领导和该部门主要负责人本年度考核不得评为优秀;年终被考评为目标管理不合格部门的,分管该部门的领导和该部门主要负责人本年度考核不得评为基本合格以上。
