关于开展“责任、担当、落实〞解放思想
大讨论活动的意见
为深入贯彻省委关于加快建设经济文化强省建设的战略部署，贯彻落实国家教育部、财政部关于实施高校创新能力提升方案的意见，按照“五年强特色，十年创一流〞的战略部署，进一步解放思想，提升内涵，强化特色，建设应用型名校，加快推进“高质量综合性品牌大学建设〞，经研究决定，从现在开始，集中两个多月的时间，在全校开展以“责任、担当、落实〞为主题的第二次解放思想大讨论活动。现提出以下意见：
一、指导思想
坚持以科学开展观为统领，以提升社会效劳能力和水平为着力点，通过大发动、大讨论、大查找、大整改，集中查找并解决影响和制约学校内涵开展特别是为社会效劳工作的思想观念、工作作风、领导方式和工作方法等方面存在的突出问题，更好地培养“具有沂蒙精神特质和国际视野的高素质应用型人才〞，全面提升为社会效劳的责任意识、担当精神、落实力度，以思想再解放、认识再统一、行动再自觉，为学校各项事业健康开展奠定坚强的思想保证，以优异成绩向党的十八大献礼。
二、目标任务
通过大讨论活动，紧密联系单位和个人实际，深入查问题、找差距、剖根源、定措施、抓整改、求落实，力争到达以下目的：〔1〕进一步统一为社会效劳的认识；〔2〕明确为社会效劳对提升办学内涵、提高办学质量、打造办学特色的重大意义；〔3〕查找为社会效劳中存在的问题；〔4〕制定为社会效劳的内容和工程；〔5〕提出为社会效劳的意见和举措；〔6〕搭建社会效劳平台；〔7〕构建社会效劳的协同创新机制，形成为社会效劳的长效运行机制。
在大讨论活动中，要重点解决好当前在局部干部教师中存在的突出问题：〔1〕“满〞。浅学即满、小成那么安，缺乏忧患意识；〔2〕“慢〞。不能立说立行，不能马上就办，缺乏效率意识；〔3〕“怨〞。不为成功想方法，只为不行找理由，缺乏责任意识；〔4〕“散〞。形不成团队，构不成合力，缺乏协同意识；〔5〕
