　　第三步，找素材。相当于建房的“购建材”。所谓找素材，就是围绕讲话稿主题的需要，查找相关资料，收集与讲话内容有关的文件、领导讲话和政策规定。占有大量的资料，全面掌握所要表达的主题内容，要基本做到对某项工作全面掌握，了如指掌，才能对工作进行安排、部署，提要求，如果连这块工作是什么都不清楚，就无从对“干什么”、“如何干”进行部署。
　　第四步，填内容。相当于建房的“砌墙体”。起草中，面对一大堆素材，面对应当提出和回答的许多问题，面对错综复杂的客观情况，如何具体地表达和深化主题，提炼和阐明观点，组织和取舍材料，理顺和展开层次，以及如何起承转合、遣词造句等，都是很艰辛的任务。我们要拌好混凝土，将选好的材料放在合适的位置，“烂砖头” 、“烂木材”就放到一边。把文稿的主体结构建好，算完成初稿。
　　第五步，改文稿。相当于建房的“搞装修”。初稿完成后，对文稿的推敲修改，是起草讲话稿的重要内容。要看主题是否鲜明、突出，观点是否精当、确切，段落是否严谨、分明，语言是否简洁、流畅，内容有没有疏漏和重复，文辞有没有含混和差错，标点符号打得准不准都要过细。该补的要补，该删的要删，该改的要改，尤其是对某些政策原则和敏感性问题的提法，更要反复斟酌，切不可疏忽大意。对文稿修改的态度应当是：人不厌烦，文不厌改，忍痛割爱，精益求精。
