株洲旧城区城市更新规划

4〕以公共效劳设施织补为带动，整体改善城市日常生活效劳网络；
5〕以城市工程为突破，织补和延续城市的肌理与文脉，构建富有都市气氛和地方建筑文化的城市场所与形态。
6〕以社会织补为目标，建设和谐、包容的城市社区。
四、城市结构
功能结构框架：一轴一带构功能、两楔一带连空间、一核三心筑活力、设施成带利效劳。
城市级别的大型公共设施、商业、商务设施集中于一轴一带，呈十字形态效劳整个旧城；白石港和建宁港两个绿楔通过湘江风光带的连接，形成开放空间的主体构架；中心商圈是城市商业商务内核；白石港-湘江节点、火车站跨线节点、红旗广场城市副中心构成具有一定区域影响力的主要开展中心；片区级别的公共效劳设施向铁东路、效劳环集中，形成带状效劳，与城市住区的接触面最大化。
五、功能引导区的划分
株洲旧城分为17个功能引导区。
1、按照与结构的关联度，可分为两类：重点功能引导区——与结构相关的片区，共9个。普遍功能引导区——与结构关联较弱，强调自我完善，共8个。
2、按照功能分，17个功能引导区分为5类：
a、以商业、商务和公共设施为主的引导区2个，分别是中心商圈、特色商业聚落。
b、以绿化休闲为主的功能引导区2个，分别是体育休闲区、生态休闲区。
c、以市场为主的功能引导区3个，分别是市场限定区、红岗路市场区、洙醴路市场区。

d、居住与其他功能复合型引导区6个，分别是工业遗迹的文化复兴区、SOHO式生活聚落、教育居住社区、商务型城市副中心、商业商务混合区、601厂区及生活区。
e、居住为主的功能引导区4个。

六、用地规划
1、居住
按照城市总体规划的要求，适当疏散并重新分配中心区人口，缓解中心区的压力，以提高居住质量为目标；本片区规划控制31万人左右。
2、公共配套设施
公共效劳设施以人口为根底分三级进行配置，分别为城市级、片区级和社区级，规划区划分13个片区、60个社区，各级别公共效劳设施配套如下：
