成都市第二人民医院新技术、新项目准入与技术分类管理制度

（一）、第一类医疗技术项目：安全性、有效性确切，由我院审批后可以开展的技术。
（二）、第二类医疗技术项目：安全性、有效性确切，但涉及一定伦理问题或者风险较高，必须报省卫生厅批准后才能开展的医疗技术项目。
二类医疗技术目录由省级卫生行政部门根据本辖区情况制定并公布，报卫生部备案。江西省卫生厅首批公布的二类技术目录（见附件5）
（三）、第三类医疗技术项目：安全性、有效性不确切，风险高，涉及重大伦理问题，或需要使用稀缺资源，必须报卫生部审批后才能开展的医疗技术项目。
三、新技术、新项目准入申报流程：
（一）、开展新技术、新项目的临床、医技科室，项目负责人应具有主治医师以上专业职称的本院职工，认真填写《吉安市中心人民医院新技术、新项目准入申报表》（附件1），经科室讨论审核，科主任签字同意后报送医务科。
（二）、在《申报表》中应就以下内容进行详细的阐述：
1、拟开展的新技术、新项目目前在国内外或其它省、市医院临床应用基本情况；
2、临床应用意义、适应症和禁忌症；
