二、城市社区治理的相关概念
1城市社区
社区作为一个社会实体，可以划分为不同的类型。社区的多样化是以经济结构、人口密度和人口聚集规模作为多元标准，然而把社区划分为城市社区、城镇社区和农村社区，这是社区研究中最基本、最主要的分类方法。城市社区的主要特点主要是人口集中、商品经济发达、密度大、经济活动复杂、社会结构复杂、社会生活设施完备、社会流动大、精神文化生活丰富和社会生活的节奏快。自20世纪80年代中期以来，越来越多的学科科学者开始研究城市社区。张鸿雁(2000)对城市社区下了定义，“城市社区建设是由建筑结合起来的并由居住关系构成的现实社会的社会空间发展过程”①。“城市社区是人类社会另一大基本的社区类型。城市社区是指以从事工商业及其它非农社会活动的居民所组成的、有一定人口规模的地区性社会生活共同体。”①目前大多人的观念，城市社区指的是城市在一定生活空间的居民所形成的以区域为纽带的社会共同体。城市社区是城市社会赖以存在和发展的重要基础，是城市社会的细胞，简单的说也是一个社会的简单缩影，社区的发展状况再一定程度上标志着这一城市的现代文明程度、社会的进步程度和人们的生活质量。随着我国政治经济体制改革的不断深入和城市化进程的不断加速，城市社区在社会发展和现代化建设的地位和作用越来越重要，所以城市社区治理已经成为中国社会发展的一个
