我国开发区管理体制类型及其比较

。政府授权型管理体制是由所在城市的人民政府授权组建专门的派出机构──开发区管委会，由开发区管委会自行设置各种行政管理部门，并享受所在城市的市级各管理部门权限。开发区管委会受所在城市人民政府委托，对新区的行政、经济等事务进行全面综合管理；在开发区内的城市规划、土地审批、建设项目审批、劳动人事、财政税务、工商行政、出国审批等方面享受市级管理权限，全面实施对开发区的管理。尽管管委会对区内事务行使市级管理权限，但在工作上要受原市政府各行业主管部门的指导。
这种管理体制与政府直管型管理体制相比，最大特点在于开发区管委会的权力不同。在政府直管型管理体制中由于开发区管委会由各部门主要负责人组成，因而具有很强的政府功能，但也因此事实上削弱了这一组织的功能，相应地各职能部门依然把持着对开发区的有效管理。而开发区管委会是市政府的派出机构，受政府的委托或授权从事开发区的建设与管理，拥有相对独立的地位和管理权限，有利于开发区的整体规划和发展；各职能部门避免了双层领导的局面，也避免了各部门之间的推诿扯皮，从而有助于办事效率和工作效率的提高。但由于开发区的相对独立地位，使原城市主管部门对其控制力相对减弱，开发区有可能脱离原城市的发展规划而独立发展。这一方面加重了因其只能依靠自身积累而起步建设的困难；另一方面也可能导致新区与原城市争夺资源、人才，导致新区扩张而旧城区衰落。
