    食品生产加工小作坊和食品摊贩应当遵守《广东省食品生产加工小作坊和食品摊贩管理条例》。
    第三条【生产经营者责任】食品生产经营者对其生产经营食品的安全负责。
    食用农产品经营者对其销售的食用农产品质量安全负责。
    第四条【食安委职责】省人民政府设立食品安全委员会，组织贯彻落实省政府食品安全工作的决策部署，提出食品安全监管的重大政策措施，督促省有关部门和各地级以上市人民政府履行食品安全责任。
    省人民政府食品安全委员会办公室承担委员会日常工作，负责食品安全监督管理的综合协调、督促检查和考核评价等工作。
    省人民政府食品安全委员会成立专家委员会，研究分析食品安全重大问题，提出重大政策措施建议，为省人民政府食品安全重大决策提供专业支持。
    县级以上人民政府参照省人民政府设立食品安全委员会。
    第五条【地方政府职责】县级以上人民政府对本行政区域内的食品安全监督管理负责，统一领导、组织、协调本行政区域内食品安全监督管理工作以及食品安全突发事件应对工作，建立健全食品安全监督管理协调机制和监督管理责任制。

    县级以上人民政府应当将食品安全工作纳入本级国民经济和社会发展计划，将食品安全工作经费列入本级政府财政预算，加强食品安全监督管理设施建设，充实食品安全监督管理队伍，提高监督管理能力和水平。
    县级以上人民政府应当建立与食品安全监管相适应的食品检查员队伍。食品检查员的资质认定、考核管理由省人民政府食品药品监督管理部门统一规定。
    第六条【部门职责】县级以上食品药品监督管理、卫生行政、农业行政、林业行政、海洋渔业、质量监督、出入境检验检疫、海关、工商行政、城市管理和公安机关等部门（以下统称食品安全监督管理部门）应当在各自职责范围内负责本行政区域的食品安全监督管理工作，加强合作，及时通报信息，通过建立协作机制等方式，构建全程监管工作机制。
    县级人民政府食品药品监督管理部门应当在监管任务重的乡镇、街道设立派出机构，将监管重心下移。
