1）骨科：骨科塑造名医、增添设备、加强宣传，在全市形成一定的特色和优势。要在创伤骨科基础上，开展脊柱外科手术、骨病等项目，成立脑外科治疗组，逐步开展脑溢血脑外科手术，为分科打下基础。 
2）成立微创外科，在现有普外科基础上，增加部分设备，选送人员外出进修，引进部分关键技术人才，开展微创外科手术，如腹腔镜外科手术、电气化切除治疗前列腺及胸腔镜等手术，通过市场部运作，形成淇滨分院新的经济增长点。 
内科要利用承担社区服务优势，增加病人量。要突出一至两个专病，提升病才质量。 
3、肿瘤分院 
肿瘤科要利用现有设备、人员，解放思想，积极、大胆探索新的管理机制和营销手段，增加病人量和业务收入，保障职工待遇，化解历史负债风险。

1、继续完善分院目标管理模式，兑现XX年目标奖惩，完善XX年目标。 
2、适时将总院职能部门迁入新院，直接管理新院业务，并对两分院进行业务指导。各分院建立综合办公室，代行职能科室职能。 
3、实现全院资源（设备、人员）共享，各分院不在重复购买较高价值设备。 
4、各分院按收入比例分摊总院各项财务费用。
