，政府七部门对职业教育齐抓共管的格局尚未形成，
工作目标
以加快发展农村中等职业教育为重点，以实施省市级示范性职业高中学校建设为引领，推进中等职业学校标准化、规范化和现代化建设。力争2-3年内使县职业高中达到省、级示范性职业学校标准。大力发展农村职业教育，优化高中布局，撤并部分普通高中，做强职业高中，力争在3-5年内使中等职业教育与普通高中教育的学历人数达到1：1水平。到2015年使我县进入省级职业教育先进县行列。
以优化资源、增强活力和办出特色为主线，创新职业教育办学机制。充分发挥职业高中的龙头作用，实行规模化办学，构建政府主导、行业企业、社会力量积极参与、公办与民办共同发展的新格局，完成职业中等专业学校实训基地建设任务。
以实行校企合作、工学结合、顶岗实****的人才培养模式为核心，深化教育教学改革。进一步加强实践教学，培养学生的实际操作和社会实践能力，完善职业学校技能竞赛制度，不断加强“双师型”教师队伍建设，探索提高职业教育教学质量的新途径。

以开展“职业教育先进县”创建活动为载体，加快县域职业教育和培训网络、公共服务体系建设。探索职业教育服务农村试验区建设的新模式，实现“职业教育先进县”目标。
以人人学****终身学****理念为指导，加快完善***继续教育网络。构建职前、职中、职后教育相协调的人才培养新模式。加大面向农村、农民的教育，探索建立具有商城特色、灵活开放、自由发展、满足人民群众多样化教育需求的终身教育新体系，力争用10年的时间把全县城乡居民培训80%，最终达到全部免费培训的目标。
