乡镇地震灾害防灾减灾系统规划设计技术研究.doc

摘要
、城乡建设、人居环境造成了极大的破坏。地震造成破坏最为严重的地区是一些乡镇,乡镇本身因经济、技术、观念等诸多因素的影响在抗震减灾方面的能力异常薄弱。因此,在未来的乡镇重建工作中,如何提高乡镇的抗震减灾功能是一个亟待解决的问题。
笔者在研究的过程中采用了实地调研法,实例归纳法、病理诊断分析法、实证分析法和结合理论推导等相互结合的方法。
论文主要以受灾重建乡镇抗震减灾规划相关内容为主要研究对象,首先总结了我国所受地震灾害的影响程度,以及这些灾害带给我们的经验教训。其次,笔者通过对四川绵阳游仙区受灾乡镇灾后实地调研所获得的基础资料与数据分析,归纳总结了当地乡镇在抗震防灾中所存在的一些问题。
论文内容主要以乡镇抗震减灾规划体系中预防规划、应急规划、灾后重建规划三个层面的内容及其相关的规划原则为主要基点,通过对乡镇抗震减灾规划的SWOT分析,探讨了灾后重建乡镇抗震减灾规划所涉及的乡镇用地选址、乡镇抗震减灾空间布局、乡镇交通疏散系统规划、乡镇避难系统规划、乡镇生命线系统规划等各个层面的技术内容。
文章最后得出结论认为,受灾重建乡镇抗震减灾规划研究有着自身的特点,是一个在体系上涵盖预防、应急、重建三个层次,内容上包含乡镇选址、空间布局、疏散、避难、生命线防灾等五大方面的系统研究。
本文力图在国家灾后对四川地震灾区大力援建的背景下,通过采用规划的手段解决受灾乡镇重建工作中关于抗震减灾系列的相关技术问题,期待通过这些问题的解决,能够有助于提升乡镇的抗震防灾功能,为居民提供一个更加安全宜居的乡镇环境。
文章中主要以四川绵阳市游仙区柏林镇与太平乡两个受灾乡镇作为主要调查研究对象, 并将两个乡镇重建工作中的抗震防灾规划作为研究成果的应用实例。

Abstract
The Wenchuan earthquake happen in May twelfth 2008 brings huge damage to the economic society, city and country construction, and human environment. The areas, which faced most serious damages, are mostly villages and towns, because of lack of disaster-proof notion and related ability. So in the future it is a urgent problem to improve the ability to resist the earthquake and related disasters in the reconstruction of the villages and towns.
The methods of site interview, case studies, problem analysis, demonstration method and theory detruding are used in the process of this research.
The research object in the paper are the plan and related content of villages and towns’ reconstruction, which have experienced calamity. At first the paper makes a conclusion to the level of influence of the earthquake in our country, and the lesions these disasters teaches us. Second, the paper analysis the statistics and base resources which is from the interview in Youshan district of Mianyang city, in Sichuan province, and make the conclusion on the problem of the earthquake proof and calamity absorption method in the villages and towns there.
