二是加强了社区残疾人组织建设。无论是街道还是社区，残联组织都达到了“五有”标准，即：有专职干部、有固定的办公地点、有领导小组、有完整的组织机构、有一套切实可行的工作制度。

为进一步拓展社区残疾人工作面，我们积极配合区残联工作,在辖区内的十三个社区全部成立了残疾人协会。在街道残联的带领下,各社区残协立足自身实际，开展了系列丰富多彩的活动，使残疾人和残疾人组织在基层更加活跃。
由于工作机制不断完善，基层的职能作用进一步增强, 不少服务项目做到了进社区到具体的人,社区残疾人协会“服务、管理”的作用得到了充分地发挥。
（三）扶贫助残,重点工作抓亮点
１．加大残疾人扶贫解困工作力度。
开展残疾人的扶贫帮困一直都被纳入街道工作的总体设计、统筹规划之中。通过“帮、包、带、扶”等多种方式，街道开展了内容丰富、形式灵活多样的载体活动。据不完全统计,仅20XX年去年一年，我们就走访残疾人XX户，户头慰问残疾人XX户，户口发放慰问金XXXX元，临时救助残疾人XX户，发放户口救济金XXXX元。春荒期间救济残疾人困难户XXXX户，发放大米XXXX斤，为贫困残疾人子女就读大学解决助学金XXXX元,发放中残联彩票公益金XXXX元,为贫困残疾人子女就读大学提供了极大的帮助。
以前，多数特困残疾人靠的是民政、残联救济，依赖一定的救济粮、救济款维持生活。这是“输血式”的扶贫，换来的是
