transmitting the message, the mobile station shall retransmit the message (see

the mobile does not receive the acknowledgement T1m seconds after the N1m time, the mobile
declares an acknowledgment failure.
在 95 标准中， N1m 定义为常数 3，T1m 定义为常数 。
掉话原因
1. 正常掉话
在覆盖边缘区域，此时前向覆盖 RxPower 与 Ec/Io 都较差，手机与基站无法建立正确的
链接，属正常掉话。
2. 异常掉话
发生在设计覆盖区域内，前向覆盖比较好时发生的掉话，属于异常掉话。
