一、国家药品不良反应监测中心
国家药品不良反应监测中心负责全国化妆品不良反应报告和监测有关的技术工作，承担以下工作职责并开展相关工作：
（一）工作职责
承担全国化妆品不良反应报告和监测资料的收集、评价、反馈和上报，以及国家化妆品不良反应监测信息网络的建设与维护；
制定化妆品不良反应报告和监测的技术标准和规范；
对省级化妆品不良反应监测机构进行技术指导；
组织和开展严重化妆品不良反应的调查和评价；协助相关部门开展化妆品群体不良事件的调查；
发布化妆品不良反应安全警示信息；
承担化妆品不良反应报告和监测的宣传、培训、研究和国际交流工作。
（二）机构和人员
成立独立部门，配备必要的办公条件，确保必要的工作经费；
配备专职化妆品不良反应监测工作人员；
从事化妆品不良反应报告和监测的工作人员应具有科学分析评价化妆品不良反应报告的能力。
（三）制度和程序
应制定以下工作制度和程序：
制定化妆品不良反应监测信息管理办法，包含化妆品不良反应信息的接收、审核和评价过程的要求，明确化妆品不良反应信息的处置和反馈程序；
制定本单位的化妆品群体不良事件的处置程序；
制定严重化妆品不良反应调查程序；
省级化妆品不良反应监测机构化妆品不良反应监测工作考核办法；
