党政机关文字综合漫谈
我在党政机关工作多年,一直以来,感觉文字综合工作无时不在,作为秘书多项职能中的首要工作,看似寻常却是至关重要,想做好这寻常而又重要的工作绝非易事,但也并非攀缘蜀道。它需要文秘人员下“磨”功,努力提升各方面的修养。
一、加强理论修养,力求做到“深”
作为一个文字工作者,尤其是服务于领导的各级党政办秘书,如果没有较深的马列主义修养,不光政治上不合格,而且业务上也难以过关。机关的文字综合工作大多是政策性很强的写作,如领导报告、讲话稿等都是典型的政论文,政治理论和政策水平的直接影响和作用是非常明显的。因此,文秘人员只有具备一定的思想高度与深度,具备较强的政治鉴别力和政治敏锐性,才能正确认识改革发展现实中各种各样的事物。否则,看问题就有可能浅显敝陋,甚至会出现观点上的错误。古人做文章讲究文以载道,通过文章宣传自己的思想与学术观点。同样,写作一篇讲话稿,无论你文章结构有多续密,词藻有多华丽,如果失“道”,也就是出现方向性错误,则全盘皆输。因此,加强理论修养,提高政策水平也就成为文秘人员一种很现实的自觉性的要求。文秘人员除了要熟悉马列主义基本理论,而且要深切领会***思想、***理论和“三个代表”重要思想,更要掌握指导我们当前各项工作的大政方针,做到紧跟形势,

三、加强辞章修养,力求做到“活”
文秘人员的写作表达虽以平实为主,但是一篇好的综合文稿,。通俗易懂、形象活泼的文稿让人读了听了容易接受。我们读古代的政论文,无论是《过秦论》,还是《六国论》,都气势恢宏,语句精辟独到,文学味浓,让人酣畅淋漓,是一种美的享受。然而,我们在写领导人的讲话稿时却往往又落人集自,失去灵性,洋洋洒洒十几页,没有起伏跌臂,读的人照本宣科,听的人更是左耳进右耳出。事实上好的文稿是离不开生动活泼的,它既有内容上的要求,也有形式上的要求。从内容上来说,文稿中要提出新问题,有新观点,有来自生活实际的新鲜材料,有体现与时俱进的思想,而不是翻来覆去的老一套,让人看了听了还是老调子,毫无新鲜感。从形式上来说,就是要从语言、修辞、表达方式、写作技巧等方面多下功夫,使文稿既形象生动,又不落俗套,从而达到形式和内容的统一。***同志的《反对党人股》、《湖南农民运动考察报告》等著作形象生动,让人耳熟能详。真正要使领导文稿达到较为理想的境界,在文稿结构上动脑筋,在文稿语句上下功夫是我们文秘人员不可回避的事情。
四、加强创造性修养,力求做到“新”
创新是一个民族进步的灵魂,没有创新就没有进步。同样,文稿综合也离不开创新。曾有方家给文稿综合下定义说

“综合就是创造”,可谓见解深刻。在这里非常有必要谈一谈文秘人员常见不鲜的事情,即“抄”与“写”的关系。民间有俚语:天下文章一大抄,就看你会不会抄。我们所说的“抄”不是这种意义上的剽窃,应该说文字综合的确有赋予特定意义的“抄”。这是因为综合文稿多是代表一级机关、组织及其领导者意图的,毫无疑问要贯彻上级的决策、部署、指导,一些不可或缺的上文下套是确保政令统一、政令畅通的必然要求,特别是上级的大政方针、主要精神、总体要求、根本原则、规范性提法等,非“抄”不可。这实际上不能完全等同于“抄”,一来它是贯彻的一种方式;二来它也存在一个再加工的过程。写作者通过劳动将其揉合到文稿中,是属于鲁迅先生提倡的“拿来主义”,这种“抄”是相对意义的,无可厚非。而文字综合的“写”是“创造”,是绝对的。一个党政机关管辖一个地方、一个部门,各地各部门的情况不尽相同,怎样使上级的决策部署在本地本部门得以有效贯彻,怎样去推动本地本部门的工作不断有新的进展,这都需要有符合本地本部门实际的明确思路和实实在在的招数。而且,即使是同一地区同一部门也存在许多变化,不同领导又有不同的施政风格,文字综合要适应领导工作的需要就要去“写”、去创造,不可能让你永远“新瓶装陈酒”。这种意义上的“写”,应当是讲“当地话”,唱“流行歌”,写出有针对性、适时宜、合时势的话,写出鲜明的时代性,还要尽可能地写体现领导者个人施政风格的话,写出独具感召力的个性。起草综合文稿都是

“命题”作文,创新也只能是规定范围内的创新,属于“戴着脚镣跳舞”,从这个意义上讲,文字综合的“写”比自由度宽得多的文学作品的写作更难,更需要有创造性思维。为此,综合文稿人员需要不断地全面了解本地本部门情况,扎根本地汲取营养,结合实际,不断创新。
修养是秉赋与努力、才气与阅历等综合因素的结合,当一位成功的秘书绝非一蹴而就之事,也不是仅限于以上几个方面,还需要我们在文字的沙场上跌摔滚爬,敢于吃苦,甘于寂寞,执著追求。
