摘要
由于工程管理具有的目标指向性、唯一性、控制性和实用性,使得工程管理作为一种管理科学被广泛地应用于社会的各行各业中,在现实中发挥着巨大的作用。城市轨道交通生产企业通常以工程车型作为生产任务来分配,并且辅助工作和根底支持工作也是围绕各个工程展开的,即每个车型的生产都符合工程管理的特点和要求,因此工程管理成为城市轨道生产企业的主要管理方法。因此本文选取轨道交通行业为研究的着眼点。中国北车长客股份作为新中国轨道行业的“长子〞,经历了五十多年的自主开展和创新,已经成为了目前世界上具有很大影响力的轨道交通生产类企业。本文的研究对象是中国北车集团长客股份公司旗下的合资企业长春长客-庞巴迪轨道车辆有限公司〔简称CBRC),探求其工程成功运营机制和管理经验,如何在上海轨道交通九号线地铁生产过程中践行工程管理,工程管理核心理念是如何影响工程生产等等问题。
文章的第一局部是本文的写作背景,即我国城市轨道交通行业面临的开展机遇和挑战,以及进行工程管理资料收集过程中关于现有文献的感想。第二局部介绍了长春长客-庞巴迪轨道车辆有限公司的概况,并且通过阐述地铁生产的特点引出应用工程管理的重要性和适当性。第三局部以上海轨道交通九号线地铁生产为主线,具体展现工程管理体系是如何发挥效用的。首先简单介绍上海轨道交通九号线地铁生产的根本知识;其次,因此上海轨道交通九号线地铁生产的工程管理组织结构包括工程管理核心团队和CBRC工程部,将它们的职能和任务进行总体阐述;然后对上海轨道交通九号线地铁生产的工程管理体系逐一展现,根据工程的启动、联合设计程序、变更和范围管理、时间管理、风险管理、改善管理以及工作分工等内容进行工程管理体系的逐层分解;第四局部重点突出了上海轨道交通九号线地铁生产的生产进度管理,通过对生产周期、生产资源方案和生产控制步骤三个方面进行详细论述CBRC的具体操作;第五局部重点突出了上海轨道交通九号线地铁生产的质量管理,包括了质量管理体系、质量管理方针和政策、质量管理文件、财产保护以及客户联络和售后效劳几个方面的内容;最后总结和归纳长春长客-庞巴迪轨道车辆有限公司自身的运营经验:;;。然后对本文的研究进行了总结性论述,找到了CBRC上海轨道交通九号线生产工程管理的成功所在,完备的工程管理体系加细致的工程管理兼备充足的工程管理人力资源。并对论文的写作缺乏和改良建议进行了总结。

国外兴旺国家的轨道交通工程管理应用十分普遍,工程管理经验成熟,工程管理人员和专家众多,而我国的轨道交通工程管理起步晚,开展缓慢,实践作用不大等种种情况都跟我国的管理体制有很大的关系。我们国家的城市轨道生产企业在生产过程的行政命令式管理,政策引导以及政企合一等等因素都是制约工程管理开展的因素。因此,如何在新形势下把握时代机遇和迎合国家战略,如何在市场经济大潮中站住脚跟,如何与国际交通生产企业一比高低,技术是一方面,但更重要的是管理,即工程管理经验和能力。长春长客-庞巴迪轨道车辆有限公司作为目前我国国内最成功的城市轨道交通地铁生产企业,盈利率居全国之首,寻找其原因就在于独特的工程管理。因此,以工程管理机制作为研究目的,通过对CBRC工程管理体系以及上海轨道交通九号线地铁生产工程管理案例的研究,努力找出CBRC成功所在,将成功经验传播开来。
