农村住户固定资产投资统计操作说明〔2023年年报〕
上报时间和内容
1、上报时间:年报上报时间为2023年元月15号以前。
2、上报内容:年报要求报送各省累积推算数〔T321表、T322表〕和数据评估报告。

推算方法
1、调查网点:
调查网点在农村住户调查网点进行,“T321农户固定资产投资情况〞人均指标和“T322农户建房投资情况〞人均指标直接从住户调查资料中取得〔EXCEL格式〕。
2、年报数据推算:
将由农村住户调查报表得到的3000-3068号指标数乘以本地乡村
常住人口数(A301表),其中计算后的3000-3048号指标即为T321表上
报推算指标;计算后的3061-3068号指标即为T322表上报推算指标。
注意:报表人均指标由农村住户调查专业人员从haps中计算生成,
具体操作方式见附件“农户固定资产投资指标〔3000-3073号指标〕生
成方式〞,将此附件务必转交农村住户调查人员。
3、数据的推算汇总应在省一级进行,更具代表性。
4、推算总体的省〔区、市〕乡村总人口采用?农林牧渔业统计报表制度?中A301表的“乡村总人口〞数,年度更新。

三、特殊情况说明
1、农村住户固定资产价值统计标准暂保持50元不变,因为农户固定资产统计标准的改变会很大程度的影响中间消耗统计调查,目前正在测算适宜的农户固定资产统计标准并将据此对农户固定资产价值统计标准进行调整。
2、经研究,调查村范围保持行政村一级不变。
3、调查报告期与住户调查同步,即报告期分别为12-2月、3-5月、6-8月、9-11月。
4、投资中房屋投资不包括购房支出。
5、由调查户推算的数据可能存在推算比例过大的现象,各省应自行评估统计。如某省二季度由于两户调查户购置了工业机械直接推算致使全省第二产业投资增加近一亿。
6、本年竣工房屋情况:农户个别情况按竣工年份统计。整体开发商竣工结算滞后,住户已入住,这种情况按入住时间统计。
7、局部省市出现为获取拆迁补偿、城乡结合部为出租而突击建房现象,目的是财产性收入,不再能反映出正常投资情况,而且突击房建好后很快会被撤除,与固定资产使用两年以上的原那么相违背,原那么上不应该统计在固定资产投资中,各地自行评估统计。

1、年报固定资产投资数据处理在农村住户调查程序haps中完成,与农村住户调查使用同一套参数包。

2、注意:为防止农户固定资产投资与农村住户调查两个专业数据相互干扰,建议取得原始数据后,分别建立农村住户调查与农户固定资产投资两个参数文件夹〔同样的原始数据和参数包〕,分头处理两个专业的数据。
3、农户固定资产投资数据在“农户固定资产投资参数文件夹〞中处理,具体操作步骤如下:
数据的推算汇总应在省一级进行,更具代表性。
数据计算:数据计算使用haps程序中的“计算生成报表〞及“分户表简单汇总〞功能即可。经过数据计算,得到的汇总表只有一个分组,即第一个分组,它是合计的原始调查数据,农户建房与农户生产性投资数据独立存在,尚未整合到同一张报表中。
结果表计算:结果表计算使用haps程序中的“汇总表计算(结果表计算)〞功能,使用的计算公式是“〞,经过结果表计算,得到两个分组的数据,分别存放在汇总表的第四和第五个分组,这两个分组均为人均水平的数据,其中:第四个分组是农户建房与农户生产性投资数据独立存在,尚未整合到同一张报表中的数据;第五个分组是两张表整合到同一张报表中的数据(即将农户建房数据表整合到农户投资表中)。
指标输出:通过“全部指标输出〞的方式将第五分组的3000-3073段人均指标数据输出到EXCEL表格中。将得到的3000-3073号指标转交农户固定资产投资专业人员。
