二、编制原那么
〔一〕统筹兼顾原那么
以市辖区为根底,兼顾各区、县经济技术开展水平的差异,以科学开展观为指导,实事求是,力求表达客观科学、合理。具有一定的前瞻性,以适应和促进环境卫生事业的开展。

〔二〕标准统一原那么
参照现行国家、部有关法规、标准和规定,根据城市环境卫生作业属劳动效劳性行业的特点,将相同或相近的工种、岗位,按统一标准和要求,划分各类人员定额和定员标准。
〔三〕效率优先原那么
根据“打破行业垄断,节省政府投资,提高工作质量,为群众提供良好的工作、生活环境〞的原那么,按照“高效、精简、满负荷〞的要求,确定定额、定员标准。
〔四〕行业管理原那么
作为城市环境卫生工作定额标准,其范围、内容涵盖了本行业各类作业和劳开工种,表达了全方位、全行业管理的要求。
三、适应范围
本定额是环境卫生作业单位计算人工、核定物耗、组织生产、考核工效、进行经济核算和按劳分配的依据。

五、有关规定
〔一〕定额概念
时间定额〈亦称工时定额〉:生产单位合格产品或完成一定的工作任务所需的劳动时间消耗限额。
产量定额:单位时间内生产合格产品的数量或完成工作任务的限额。
人员定额:按一定专业素质要求,对配置各类人员操作设备所规定的限额。
〔二〕劳动消耗
一个具有一定知识技能,正常的普通劳动者,使用相应的工具,对劳动〔或效劳〕对象,进行劳动〔或效劳〕所消耗的体力和脑力。劳动消耗以工日表示。每一工日以八小时计算。
〔三〕定额时间构成
包括作业准备与结束时间、作业时间〔根本时间+辅助时间〕、作业放宽时间〔技术性宽放时间和组织性宽放时间〕、个人生理需要宽放时间。即:

式中:T——定额时间;
Tzj——准备与结束时间;
Tz——作业时间;
Tzk——作业宽放时时间;
Tjzk——个人生理需要与休息宽放时间。

〔四〕定额中凡注明“以内〞或“以下〞者均包括本身;“以外〞或“以上〞者均不包括本身。
〔五〕根据定额预算时,如发生需乘以2个以上〔含2个〕系数时,计算方法为定额乘以各系数之积。
