Chapter 1 General Provisions
Article 1 These measures are formulated in accordance with the relevant provisions of the state and the province in order to protect the basic life of rural residents and maintain social stability.
The second term of the minimum living guarantee of rural residents (hereinafter referred to as the rural minimum living security), refers to the government to hold the jurisdiction of agricultural accounts, per capita annual household e below the local minimum living standard in rural areas residents, give appropriate assistance social relief system.
The third rural minimum living security system is implemented by the municipal, county (city) district and township (town) government responsibility system.
City and county (city) District Civil Affairs Department is responsible for the rural minimum living security within the administrative region management approval; finance department is responsible for checking the rural minimum living security supervision of the capital budget and the use of funds; other government departments do a good job in the rural minimum living security within the scope of their respective d
