人口老龄化与城市社区照顾模式探析
内容提要: 人口老龄化问题是当今社会一个全球性的问题。关注人口和人口老龄问题是任何社会、任何国家和全体社会成员的责任和义务。当前,人口老龄化正在成为一种世界性的趋势,我国已于1999年提前进入人口老龄化社会。因此,加强对人口状况、人口素质、人口年龄结构,特别是人口老龄化与社区照顾的研究,对于“构建和谐社会、加快社会崛起”具有现实的指导意义和深远的历史意义。本文通过对老年人日常生活照顾需求的分析,在简要阐述社区照顾理论与起源的基础上,提出目前我国已具备发展城市社区照顾的基本条件,初步探索出城市社区照顾发展的目标模式。

一、问题的提出
1. 我国人口老龄化的现状。根据第五次全国人口普查的资料,2000年我国已经步入了老龄化社会,而且老龄化进程在不断加快。从新中国五次人口普查的变化来看,近年来我国人口老龄化呈加快的趋势。1991-2003年的13年间,,而前26年(1965-1990),前者几乎为后者的三倍。与那些已经步入老龄化社会的国家(主要是发达国家)相比较,我国人口老龄化呈现出如下的特点: 速度快,来势猛。统计资料显示,我国人口老龄化的速度大大高于欧美等国,也略快于日本。我国老龄人口(65岁以上的人口,下同)%%花了18年时间,%%花了20年的时间,%%花了40年的时间。另外,根据
