I 拉萨市拉鲁湿地保护区环境管理问题研究摘要生态环境中的湿地是人类生存和发展的基本条件,是经济社会发展的基础, 保护和建设好湿地,实现可持续发展,是我国现代化建设中必须始终坚持的一项基本方针。西藏由于历史和各方面的原因,湿地仍很脆弱,湿地面临的突出矛盾和问题日趋严重。充分调动全社会各方面的力量,坚持从实际出发,遵循自然规律和经济规律,改善湿地环境,提高人民生活质量,实现可持续发展,是我们当前的一项重要工作。本文拟就拉萨市拉鲁湿地自然保护区的环境管理问题进行探讨,希望通过探讨,能对拉鲁湿地自然保护区今后的保护与管理乃至实现可持续发展提供有价值的参考。关键词拉鲁湿地;环境;管理 II Study on Environmental M anagement I ssues of Lalu Wetland in Lasa City Abstract The wetland ecological environment is the basic condition of human survival and development, is the foundation of economic and social development, protection and construction of wetland, realize sustainable development, isone of the modernization construction ofour country must always adhere to the basic principle. Tibet because of history and various aspects, the wetland is still fragile, wetland facing the outstanding contradictions and problems e increasingly serious. Fully mobilize all aspects of the whole society strength, proceed from actual and follows the natural law and economic law, improve the wetland environment, improve people's quality of life, realize sustainable development, is an important task ofour current. Based on Lhasa lalu wetland nature reserve of environment management issues were discussed, hope that through study, can the lalu wetland nature reserve protection and management in the future and provide valuable reference to realize sustainable development.
