区位优势和发展潜力，距离县城30公里、杨洞集市3公里、甲马池集市8公里；海拔750米，气温温和．雨水充沛．日照时间长，适应种植烟叶、蔬菜生猪养殖和发展各种经济林，如核桃．花椒．板栗树、油茶等地方特产，不仅经济价值高，而且市场潜力大，具有开发价值。
三、扶贫规划目标
以科学发展观统揽全村经济通过社会发展全局，争取各级各部门的支持配合，用三——五年时间，使花台山村产业结构得到优化调整，消除贫困人口，人平均纯收入达到2500元，争取达到小康水平。
1、村组干线公路升级，路面硬化达10公里。
2、人均粮食占有量450公斤。
3、沼气池覆盖率50%，计120口。
4、建蓄水池8口，计1600立方米，90%的农户喝上安全卫生的饮用水。
5、发展蔬菜基地200亩，供应杨洞、甲马池及县城居民生活需求。
6、发展高效油茶林基地1000亩。

四、实施措施
1、加强组织领导，调整充实州社扶贫开发包乡住村工作领导小组
为了加强对若羌县吾塔木乡西塔提让村的帮扶工作，州社对原有第一轮的包乡住村工作领导小组成员及职责进行充实调整，由以下人员组成：
组 长：刘建中 （巴州供销社主任）；
副组长：冯雪海 （州社党委书记）；
席援清 （州社调研员）。
成 员：周冬瑞 （州社行政办公室主任）；
黎昌胜 （州社人事教育科科长）。
州社包乡住村工作领导小组办公室设在州社办公室，具体负责包乡住村工作的日常业务工作。
