摘要
城镇化是21世纪中国现代化进程中的一个十分重要的组成部分,也是解决中国社
会发展中诸多结构性矛盾的关键点,建设社会主义新农村是我国现代化进程中的重大历
史任务,如何把城镇化与新农村建设有效地结合起来放眼于战略高度进而达到统筹城乡
发展已成为当前亟需解决的问题。
本文以人口学和经济学、社会学理论为基础,以德州市为研究对象,结合德州市在
城镇化与新农村建设中进行的“合村并居”和“农业产业化”工程,探讨城镇化建设背
景下新农村建设与城镇化之间的关系。通过理论分析和实证分析,结合德州市的成功案
例得出结论:(1)要以新农村建设为切入点,大力发展小城镇;(2)农民是新农村建设
的主体,提高农民收入,促进农民增收,促进农村消费,新农村建设和城镇化才能协调
发展,国家经济发展才能进入良性循环圈;(3)农业产业化,深挖农业内部就业潜力与
城镇化过程中劳动力转移双轮驱动。改革现有的户籍制度,构建平等的社会保障制度,
提高农村劳动力素质,消除城乡壁垒,才能从根本上解决城乡差距,达到新农村建设的
目标。

Abstract
Urbanization is not only the important element in the process of China's modernization
in the 21
st
century but the linchpin for neutralizing many social issues as
socialist new contryside is the historic task in is an urgent issue on how to
combine the urbannization and new rural areas effectively and develop it into the balance
level in economy and social aspects.
The relationship between socialist new contryside and urbannization is probed under the
background of urbanization on the basis of economics demography and sociology theory
combined with“village merger and villages mumities”and“agriculture
industrialization” following conclusions are reached via theoretical and empirical
analysis with reference to the reform case made by Dezhou city(1)The new rural areas
shall be planned in accordance with actual population immigration and transference in the
