摘要
我国从建国起即对汽车工业实行贸易保护,但五十年的贸易保护并没有促进汽车工业从幼稚产业走向成熟产业。我国现在已成为世界第三大汽车销售国和第四大汽车生产国,汽车工业已跃升为我国工业第五大支柱行业。然而我国汽车产业尤其是轿车工业自主开发能力差,拥有自主知识产权的品牌很少,产业竞争力还很低,轿车工业严重对外依赖。为了能提高我国汽车工业的自主开发能力,将我国从一个汽车大国转变为汽车强国,改革我国汽车工业现有的贸易保护政策,实施合理的贸易保护政策,无论对国家发展还是人民生活水平的提高都有重要意义。
本文通过对我国、日本和韩国等国家的贸易保护与汽车工业发展状况的分析,认为高度的贸易保护不能培养汽车工业的竞争力,降低贸易保护程度则有利于汽车产业的成熟和经济发展。
本文还对贸易保护对汽车工业的生产者、消费者和国家福利的影响进行了经济学分析,探讨了贸易保护对各宏观、中观和微观主体行为的影响机制,分析了高度贸易保护不利于国家、产业和企业发展的原因。
本文还通过对贸易保护政策的政治经济学分析,认为贸易保护政策的制定和实施受很多利益集团的影响,为了使贸易保护政策的制定和实施能够不受利益集团的干扰,就必须限制这些利益集团的影响。
在我国已经加入WTO经济全球化的背景下,贸易政策的制定必须符合市场规则要求和WTO规则要求,顺应时代发展的特点。因此,本文根据中国汽车工业的发展我国对贸易保护的需求,在WTO规则的约束和世界汽车发展潮流的背景下,提出了我国实行贸易保护的政策选择以及企业对策。

Abstract
Ever since the founding of the PRC,China has been practicing protective policy in auto ,fifty years’protective policy could not push the auto industry into China ranks the third in auto sale and the fourth in auto manufacturing throughout the auto industry is the fifth largest industry in ,Chinese auto industry,especially Car industry,is weak in research and development and has very few models with independent intellectual industry has very petency.
Meanwhile the car industry relies heavily on lieu of
research and development capability as well as strengthening Chinese auto industry,the current over-restrictive protective trade policy has to be reformed. Such reform will have significant positive impact on the development of Chinese economy,as well as on the living standard of Chinese people.
