摘要

自 2003 年开始,国家在西部农村地区针对义务教育阶段学生实施的“两免
一补”、“新机制”等一系列资助政策,逐渐加大了对农村义务教育的投入,使农
村义务教育得到改善,同时也减轻了农村家庭因子女就学而产生的教育负担。但
西北少数民族地区由于长期以来受自然、社会、经济等因素的影响,制约了少数
民族教育事业的发展。
本文通过对新疆、甘肃、宁夏三省(区)共 1345 名义务教育阶段学生的实
证研究,对学生就学产生的教育成本与家庭教育支付能力进行统计分析,旨在探
讨和研究样本学生完成义务教育所支付的教育成本以及由此造成的对家庭的经
济负担,并就其教育支出的影响因素进行了分析。通过对西北民族地区农村义务
教育阶段学生家庭教育支付能力比较真实、客观地了解,为西北少数民族地区各
级政府发展义务教育提供决策参考,从而促进西北民族地区农村义务教育发展和
完善。

本研究有五部分组成:
第一部分,主要包括问题的提出和研究背景,以及研究目的和意义、文献综
述和研究方法、数据。
第二部分,主要分析了2007-2008 年西北少数民族地区样本学生的直接教育
成本和机会成本。
第三部分,对样本学生的家庭经济财富以及家庭的教育支付能力进行了分析
和探讨。
第四部分,运用线性回归的方法对义务教育阶段学生家庭教育支出的影响因
素进行了分析。显示家庭消耗性固定资产、家庭到学校的距离、学生的年级与总
教育成本有显著的正相关。
第五部分,结论与建议。通过对西北少数民族地区义务教育阶段学生的教育
支出与家庭教育负担的分析,得出了相关结论,并提出一些相应建议。

Abstract
Since 2003, our government has implemented a series of subsidy policies such as
“Two Exemption and One Benefit” and “new mechanism” pulsory education
students in the rural areas in the western country and gradually has increased the
financial input pulsory education in rural areas, which have improved the rural
compulsory education meanwhile have reduced the education burden from the rural
families due to paying for their children’s tuition. However, because the ethnic
minority areas in Northwest have been affected by natural, social, economic and other
factors for a long period of time, which have restricted the education development of
the ethnic minorities.
Through the empirical research of the total 1345 students pulsory
education stage in Xinjiang, Gansu and Ningxia provinces and the statistical analysis
on the education costs resulting from their children’s education and the families’
capacity of paying for the children’s education, this paper aims at exploring and
studying the education costs paid for the samples of students’ compulsory education
and the causing financial burde
